Make dog fence underground work properly in heavy snow?

My parents dog is running through it, I went to the fence with the collar in hand, only worked about 50% of the time. I was wondering, because the batteries are new, it may be because we have about four inches wet snow on the ground?

My fence basement stopped working properly when buried in the snow. Since that is having the same problem, so I think it is prudent to assume that snow is the problem.
